I've been seeing pictures and merchandise of this thing for a while now I've never had any idea what the hell it was. Today I found out. It's the mascot of a television station in Japan. I guess it beats the NBC peacock. Anyway, the below video is really weird. Yet another example of how everything in Japan is crazy awesome.
